In Ghostwire: Tokyo, you'll need to investigate the Sengoku Center Building, which is a big institution. It houses the source of a substantial portion of the city's fog, which prevents you from reaching the Pillar of Light. The front door is, unfortunately, locked. To find a secondary entrance away from the main area, make your way to the building's higher-level region and scale it. You can do so by locating the Tengu flying about the building's center. Because it's flying back and forth, it could take a while to get the right angle on your shot before grabbing onto it. You should grapple this Tengu twice.

When you grapple onto the Tengu for the first time, do so to land on the bridge beneath the Tengu. Then, from the bridge, angle your shot so that you can see the Tengu flying over the Sengoku building, and fire your grapple to reach the top. Take the stairs to the right at the top of the building and follow them down to a back entrance. You can now enter the Sengoku Center Building and progress through Ghostwire's primary plot.
